We are excited to introduce Oria, our newest AI-powered solution that enables users to explore charges, negotiated rates and cash prices for hospital services through a simple conversational interface, turning raw files into instant answers about hospital prices.   

Named for Orion, the guiding constellation travelers have trusted for centuries, Oria symbolizes clarity and direction. Oria combines hospital price transparency data with large language models (LLMs), enabling natural language interactions with complex pricing information.

With Oria, questions that once required extensive data transformation and analysis are now accessible through a simple chat interface. 

Our Approach 

We built this tool by pairing hospital price transparency data with a LLM. The model was given access to the most recent hospital price transparency machine-readable files from all hospitals in Massachusetts as of October 6, 2025. 

All hospitals in the United States publish these files under the authority of Executive Order 13877, pursuant to which the Centers for Medicare & Medicaid Services (CMS) issued the Hospital Price Transparency Rule (CMS, 2019). As of January 1, 2021, the rule requires hospitals to publish annual data on negotiated rates, cash prices and payer-specific charges for hospital services. 

To ensure the model could answer real-world questions, we processed the three available schemas mandated by CMS, which represent five different formats, into one structured schema to ensure that the model could consistently access data. 

We then connected this standardized and aggregated dataset to the model in a way that enables conversational queries. A user can ask about rates for a specific service, hospital or payer, and the model retrieves the relevant information from the underlying data. By combining structured transparency files with natural language interaction, the tool converts complex tables into practical answers for everyday questions. 

Limitations 

The free tool is experimental, and AI-generated responses may contain inaccuracies. 

The data powering Oria comes from machine-readable files (MRFs) published by hospitals, which have important limitations: 

  • Scope limited to hospital-based services. These files only include rates for hospital services, even though hospitals compete with a wide range of other care settings. Because 88% of healthcare encounters occur outside hospitals, visibility into the broader market is inherently limited. 
  • No view of network design or utilization. The files list negotiated rates but do not show how often services are used, how networks are structured or how prices compare across all care sites. 

For a comprehensive view of cost and competition, health plan price transparency data is needed, as it includes negotiated rates across all provider types and care settings.

Purpose and Future Development 

Oria is Trilliant Health’s first step in applying chatbots to our analytics products. Our initial focus on giving users immediate, free access to hospital price transparency is to encourage smarter, data-driven conversations about cost and value. 

Oria is under active development. The current version includes data for select states, and future updates will expand coverage nationwide, as well as broaden the types of queries supported.
